Challenge
The Saxony-Anhalt police is introducing a new management and controlling tool: a comprehensive cost accounting system.
The previous income and expenditure accounting system was not up to the task of managing a modern public service. Although the system recorded all costs, it did not show clearly enough where money was going and what it was spent on. The answer was sought in a cost accounting system that comprised components for financial controlling and reporting, budgeting, financial accounting, sub-ledger accounting and human resources.
Solution
The solution implemented by T-Systems is a central part of the German state’s efforts to reform police management structures. The solution provides police managers with a comprehensive overview of all activities. Financial data can be presented, compared and contrasted across all process steps and organizational units. The solution is based on SAP’s R/3 system. The modules introduced have been configured to the police force's specific needs.
Local entry of activity details is a further key feature of the system: decentralized entry and allocation of activity data for almost 12,000 police employees is a prerequisite for product-based cost unit accounting. The project was completed successfully on time. This was due to efficient project management, customer-specific design planning, thorough training of the project team, and a proven quality assurance system.

The implementation of an SAP R/3-based cost accounting system enables efficient management of police activities. The new information system provides data that can be used for a whole variety of purposes. Among other things, the system facilitates product-oriented budgeting based on concrete cost information. In addition, increased cost transparency allows the efficiency of all the work carried out by the force to be closely monitored.
The powerful, end-to-end cost accounting system also reveals potential for cost savings, optimizing service performance. At the same time, it enables local management of resources, while capable of handling transactions within and between units of the police force.
