Information, communication and administration – a networked process platform for police forces.

At a glance

The Berlin police comprise over 23.000 employees. Berlin, the capital of Germany and actually the largest city in the country has been highly successful in decreasing the crime rate to a level which was lastly reached in the year1990. At the same time the police of Berlin have been able to increase the level of solved crimes to a level higher than that of 1990. Theft also decreased significantly.
The Berlin police administration is divided into six regional districts. In addition there is the “State Office of Criminal Investigation” in Berlin, which performs investigations on serious crime cases in co-operation with other German police units and international organisations using modern forensic technologies. A central directorate is responsible amongst others for the water police, the riot police, an Internet police station and a hotline-service called "Bürgertelefon". Furthermore, a "Central Service Unit" is responsible for the information and communication infrastructure of the police force.

Solution

POLIKS is productive as of March 2005. After a short testing and adaption period POLIKS proved its capabilities. At present 17.000 users are working with the application 24 hours a day; 300.000 transactions are being processed by POLIKS per day and the operational availability of the central system is over 99 percent.

systems offering a wide range of features such as electronic business process management and data acquisition, as well as a search system for the location of wanted/missing persons and objects and an inquiry and information retrieval system. POLIKS also comprises a police/crime statistics system, an electronic criminal records management and an offline-client (desktop) guaranteeing a high availability during network interruptions/ breakdowns, or for working off-site.
New features include interfaces to geospatial information systems for the display of information on digital maps and powerful forms and reports management, as well as a mobile version.
An important part of the POLIKS system is the Interface Manager, which is tailored to the specific demands of public agencies in Europe. As a core component of a flexible EAIEAI (= Enterprise Application Integration)
EAI is the enterprise-wide integration along the value chain of business functions that are typically distributed across different applications on a variety of platforms.
platform (Enterprise Application Integration) it allows for the integration of business processes. This way, POLIKS is connected to the police records department, to a data warehouse system and to various external applications and IT systems of police and other governmental organisations.
Connections to over 20 systems exist and allow for on-line access. The central information system of the federal German police forces, the IT system of the German registration offices, the IT system of the German Department of Motor Vehicles, the IT system for research in traffic accident causes and the systems of the district public prosecution authorities, are among the many important external ITIT (= Information Technology)

Additional interfaces can be easily integrated by the Interface Manager. The Interface Manager allows for an easy set up of new business processes with the inclusion and help of external applications. It provides for the necessary flexibility, reliability and stability of the police system POLIKS as a whole.

POLIKS is another step closer to the paperless police office: It supports the police officer in handling all the paper work and guiding him through the jungle of legislative rules and principles that apply to the formal police processes.
In other words, POLIKS fundamentally simplifies the case documentation with regard to the time and effort it takes to prepare and refine the information. The system directs the police staff through the police processes, thereby decreasing the number of errors and increasing the information quality as well as diminishing the time it takes to gather this information.
For the Berlin police, just like any other police force in Europe, fast information exchange is the key factor in winning the battle against crime in metropolises like Berlin, as its adversaries are also using the latest technologies.
