The public sector gains freedom of movement
"In the recent past, a variety of possible PPP models has developed. […] All models have one thing in common. They open up the chance to break through the stagnation of public investments and, at least, slow down further deterioration of the state infrastructure. At the same time, investments provide new impulses for economic revitalization helping create new employment opportunities instead of having to finance more and more of the unemployed in the construction industry from state funds. This role alone of utilizing PPP as an engine for economic turnaround would make its application worthwhile."
